Change Request Tracker Description:

Change Request Tracker is Shareware program for Windows developed by retiSoft, inc.

Tracks Change Requests (CRs) for defects and new features through a full change control cycle: new, scrutiny, implementation, close-out. Single-user type is rich suited for small to middle sized software development projects. Database supports multiple concurrent projects and plan personnel. Optional (selectable by plan) e-mail notification of indication plan personnel on CR status changes.
